This was made known in a press release the EC issued pursuant to Clause 4 of Article 290 of the 1992 Constitution and Regulation 13 of Constitutional Instrument 120 (C.I. 120)
The press release signed and issued by the Chairperson of the Electoral Commission, Mrs Jean Mensa on Monday, October 21, 2019, stated, “the Electoral Commission wishes to announce for the information of the general public that:
“1. It has scheduled Tuesday, 17th December 2019 for the conduct of Referendum to approve the Bill to amend Clause 3 of Article 55 of the 1992 Constitution, to enable Political Parties to sponsor Candidates for election to District Assemblies or Local Government Units.”
“2. The issue for determination at the Referendum is: Are you in favour of the Bill to amend Clause 3 of Article 55 of the 1992 Constitution to allow Political Parties to sponsor Candidates for election to District Assemblies or Lower Local Government Units? YES or NO”.
“The official colours assigned by the Commission for the referendum are YELLOW for YES and DARK BROWN for NO.”
It said all eligible voters who intend to vote in favour of the Bill to Amend Clause 3 of Article 55 are required to thumbprint in the Box beside the colour YELLOW whilst those not in favour are required to thumbprint in the Box beside the colour DARK BROWN.
It added that the sample ballot paper which is attached to the Press Statement represents the true depiction of the issue and colours to be voted upon at the Referendum.
